Anyone who offers services for hire that include directing, instructing, aiding, or guiding someone on any lands or waters belonging to the State in such activities as hunting, fishing, camping, hiking, whitewater rafting, kayaking, canoeing, and rock and ice climbing must be at least 18 years old and be licensed by the State of New York.
